We propose to process a comprehensive law for the protection of the delta, in the Parliament of Catalonia, to guarantee the non-urbanizable nature of all the land that is not currently urbanized, declassifying those that are urbanizable or urban but are not effectively built. All this territory, of natural values and exceptional agricultural productivity, would become part of the new Natural and Agricultural Park of the Llobregat Delta, and included in the Natura 2000 Network of the European Union, declaring LIC (Site of Community Interest) all the land that currently does not enjoy any form of environmental protection.
We visualize 4 clearly defined sectors:
- Nature reserves: spaces dedicated entirely to the conservation of nature
- Special agricultural areas: those lands that are already ZEPA and where protected species must be preserved and a policy of support for agriculture must be developed in order to guarantee its viability compatible with biodiversity.
- General agricultural areas: all other agricultural land, whether or not included within the Agricultural Park, which has a mainly productive purpose.
- Ecological connectors: forest land or similar with a connecting function.
